▌ Project Objectives

Fiberhome is dedicated to the advancement and development of global information and communication technologies, with operations spanning multiple countries and regions. In response to continuous business growth and high external uncertainty, the company aims to introduce a more mature comprehensive budget management system. Through collaboration with Intcube, Fiberhome intends to build a digital budget management platform for its overseas subsidiaries, eliminating internal data barriers and achieving real-time integration and sharing of business and financial data across all dimensions, processes, and domains, with scalability to the entire group.

Previously, overseas subsidiaries relied on offline budgeting, consolidation, and analysis, resulting in lengthy approval processes. Given the sensitivity of business data, the group places high importance on confidentiality. Intcube assembled an experienced implementation team to develop a digital budget management platform (EPM) for Fiberhome’s overseas subsidiaries based on multi-dimensional database technology. This initiative established unified data standards and rules group-wide, meeting the group’s needs for standardized management, business collaboration, data sharing, and data visualization.

Build a Unified Business-Finance Shared Platform

Transition from offline to online budget management to shorten the budgeting cycle, unify data standards and rules, standardize data collection and transmission, and enhance data confidentiality. Eliminate information and application silos across subsidiaries, and establish a group-level unified business-finance platform to improve the efficiency and collaboration of budget management.

Standardize Budget Preparation and Approval Processes

Streamline approval workflows to enhance communication and efficiency between the group and subsidiaries. Ensure clear data traceability and easy tracking of preparation progress.

Automate Budget Consolidation and Analytical Charts

Upgrade data transmission and consolidation from offline to online. Through the integrated platform, enable end-to-end digital budget management from strategy formulation, plan decomposition, budget preparation, submission and approval, execution monitoring, real-time analysis, to compliance auditing. This eliminates inefficiencies, errors, multiple version issues, and difficulties in multi-dimensional data analysis inherent in offline methods.


▌ Project Components

The project includes master data management, baseline data management, project budget preparation, and system integration.

● Baseline Data Management: Covers resource code master data management, quantity-price baselines, efficiency, salary baselines, and other baseline management, enhancing both data security and confidentiality.

● Project Budget Preparation: Includes master project planning, budget preparation, budget changes, budget review, and system management. Turnkey and maintenance service forms involve business forms, baseline tables, and budget templates, each containing multiple form types. Budget preparation time is reduced to within three months. Multiple budget templates are supported, ensuring accurate and reliable data to keep projects within reasonable budgets.

● System Integration: Achieves data integration between the comprehensive budget management system and PM systems, SAP master data, HR systems, and the FITIDP mid-platform. By unifying data standards across the group, it reduces data errors that could interfere with mid-level control and high-level decision-making.

The digital budget management project for Fiberhome’s overseas subsidiaries, implemented by Intcube, is a unified project budget management platform based on the business management and needs of overseas turnkey projects, designed to be scalable across the entire group.

On this comprehensive budget platform, online maintenance, change approval, and permission control for turnkey project baseline data have been achieved. The shift from offline to online budget preparation has made the process more efficient and convenient, supporting online budgeting, approval, and archiving. Dynamic budget management enables real-time tracking of preparation progress with reminders and follow-ups. The system supports budget adjustments, version management, variance analysis, and customized budget and management analysis reports.

● Business Collaboration: Replaces traditional offline budgeting with an integrated project budget management platform, enabling multiple users to work simultaneously online. Collaboration and refined management are emphasized throughout.

● Standardized Management: Through digital means, budget preparation is institutionalized, process-driven, form-based, and informatized. Standardized workflows improve efficiency, shorten the budget cycle, and reduce manual effort.

● Data Sharing: Breaks down data barriers between business systems and establishes multi-source data and resource sharing mechanisms. Effectively resolves data inconsistencies and eliminates information silos.
