Overall target growth rates for major developers have stabilized, presenting new challenges for transformation and upgrading.

The implementation of a comprehensive budget management solution enables real estate enterprises to accurately and reliably assess business performance through budgeting, financial analysis, and forecasting. ▌ Project Objectives: Enabling Decision-Making and Unleashing Data Value Through Comprehensive Budget Management

As a real estate development and property service company focused on urban resource-based and innovative projects, JANGHO has long emphasized specialized and refined management to achieve strategic goals. Although it had established certain budgeting practices, the lack of a unified comprehensive budget management system led to inefficiencies in budget compilation and approval, isolated data systems, and ineffective budget control and analysis.

In 2019, JANGHO embarked on a comprehensive budget management system upgrade, covering its headquarters, regional branches, and project companies. After extensive communication, JANGHO entrusted Intcube with this mission. The two parties jointly established a budget management project team with the following five key objectives:

01 Optimize and Strengthen the Comprehensive Budget Management System

JANGHO aimed to overhaul its outdated budgeting model with Intcube’s industry expertise, aligning the new system with the company’s management realities and the specifics of the real estate sector. The upgrade sought to achieve end-to-end digital budget management across headquarters, regional project companies, and development projects.

02 Deploy a Unified Budget Management Platform

Establish an integrated group-wide budget management platform with standardized processes and real-time data exchange to enhance digital capabilities and management efficiency. The initial phase focused on upgrading budget management for real estate and property services, reducing data consolidation time from subsidiaries, and improving overall budgeting efficiency.

03 Enhance Budget Preparation, Control, and Analysis

Create a unified group budgeting system enabling top-down target distribution, bottom-up automated consolidation, process approvals, control, adjustments, and multi-dimensional data analysis.

04 Integrate the Budget Management System with Enterprise WeChat

Extend budget management functionalities to Enterprise WeChat and other smart terminals, integrating budget reporting, expense reimbursement, approvals, and execution control. This eliminates traditional constraints of time and location, making budget management more efficient, accurate, and communicative.

05 Build a Sustainable Data Warehouse and Decision Support Platform

The solution was designed to be highly flexible and scalable, accommodating future changes in organizational structure and business adjustments. Based on a sustainable multi-dimensional database system, it supports integration of diverse data sources and allows the creation of new analytical and forecasting models as business needs evolve.


▌ Comprehensive Budget Management Solution for a Diversified Real Estate Company

As a diversified real estate firm, JANGHO’s business segments are both interrelated and independent. Intcube conducted a full review of management indicators tailored to the focus of each business unit.

The first phase of the project implemented budget reporting, expense reimbursement, cost control, and integrated development for real estate development and property services. All applications were integrated using Intcube Booster, covering data integration, analysis, and deployment across presentation, application, and integration layers.

01 Strategy-Driven Closed-Loop Budget Management

Translate annual strategic goals into budget targets, including financial, capital, operational, and responsibility budgets. Enable in-process control through authorization, monitoring, feedback, and strategy adjustments. Support budget modifications based on rolling forecasts and perform variance analysis between actuals and budgets to guide operational decisions. Link budget performance to KPIs to ensure target achievement and continuous improvement.

02 Multi-Dimensional Database-Based Budget Management System

Design a comprehensive budget management system using multi-dimensional data technology to enable real-time data consistency. Incorporate dimensions such as organization, account, product, scenario, version, year, period, project, business volume, and cost center to provide management with multi-faceted business insights.

03 Dynamic Reimbursement and Control via the Budget System

Integrate reimbursement and cost control systems with the budget platform to monitor and manage operational activities against budget execution. Implement features including dynamic budget decomposition, early warning, control, and analysis. The system automatically flags deviations during budget preparation and supports multi-dimensional analysis and reporting of planned vs. actual data.

04 Flexible Integration with Multiple Systems

Intcube provided diverse integration methods to connect the budget system with third-party platforms such as OA, Enterprise WeChat, SAP, financial accounting, HR systems, BW, and FineReport. The first phase focused on integration with Enterprise WeChat, alleviating traditional challenges such as poor collaboration and data inaccuracy.
