MEIYIJIA:Upgrading the Omnichannel and End-to-End Comprehensive Budget Management for China's King of Convenience Stores

Convenience stores, as frequently visited locations in daily life, serve as a key indicator of modern urban retail development. When it comes to convenience store chains, many well-known brands may come to mind. However, Dongguan Sugar & Liquor Group Meiyijia Convenience Store Co., Ltd. (MEIYIJIA) stands out by holding a leading share in China’s convenience store market. With its headquarters in Guangdong and a nationwide presence, MEIYIJIA operates the largest convenience store network in China.

In recent years, economic fluctuations and pandemic-related disruptions have impacted the retail industry, leading to a slowdown in growth. Nevertheless, convenience store sales have continued to outpace the overall growth rate of retail consumer goods. During the pandemic in 2020, convenience stores placed greater emphasis on the role of digital technology in strategic development and operational management. Supported by Intcube’s comprehensive budgeting management solution, MEIYIJIA upgraded its group-wide budget management system across all scenarios and processes, achieving integrated business-finance closed-loop management and continuously improving operational capabilities and efficiency.

▌ MEIYIJIA: The King of Convenience Stores in China

MEIYIJIA evolved from Meijia Supermarket, China’s first chain supermarket. Since its establishment, the company has expanded from Guangdong across the country. As of April 2022, it operates over 27,000 stores across more than 200 cities in 20 provinces including Guangdong, Fujian, Hunan, Jiangxi, and Hubei. In 2018, MEIYIJIA entered the Jiangsu-Zhejiang-Shanghai region, forming five major development zones: Guangdong, Central China, East China, North China, and Southwest China. It has become one of the largest franchised convenience store chains in China.

Public data shows that MEIYIJIA operates nearly a thousand more stores than Shanghai Nonggongshang Convenience Group (owner of Hi-Deli and Keddy) and 7-Eleven (Mainland China) combined, making it the largest convenience store system in China.

Currently, MEIYIJIA adds 2,000-3,000 new stores annually and serves over 200 million customers per month. It has built an ecological industrial chain centered on convenience stores with diversified extensions, advancing steadily and rapidly toward national coverage.

▌ Six Major Value Enhancements in MEIYIJIA’s Budget Management Upgrade

As MEIYIJIA continues to expand nationwide, it has developed the "MEIYIJIA Preferred" online-to-offline integrated retail platform, achieving breakthroughs in the new retail sector. This growth has also raised the bar for the group’s operational management capabilities. Group management emphasizes the deep application of digital management, implementing a "13+1" management system to unify management language. In collaboration with Intcube, MEIYIJIA established a business-finance shared platform that integrates various data systems. By leveraging operational data to support budgeting, the platform enhances management efficiency and decision-making.

The Intcube implementation team addressed the challenges in MEIYIJIA’s comprehensive budget management system based on thorough operational and business analysis. After several months of joint effort, the project was successfully delivered, fulfilling MEIYIJIA’s "six major value" requirements for budget management and resolving difficulties in strategy execution, heavy budgeting workload, lack of management tools, and low efficiency.

● Facilitating Strategic Planning Implementation: Established a complete system from strategic planning to annual budgeting, ensuring strategic plans are translated into executable operational actions.

● Building a Dynamic Budget System: Created a flexible, responsive budget management system that quickly adapts to internal and external changes (e.g., industry consolidation, competitor movements), enabling effective response to external challenges and achievement of internal strategic goals.

● Strengthening Budget Control: Achieved integrated internal management, enhanced vertical control, and empowered functional departments to realize scale and synergy effects.

● Unifying Budget Management Standards: Implemented consistent budget management, performance management, and accounting standards to ensure data authenticity, accuracy, and comparability, meeting the needs of all management levels.

● Optimizing Resource Allocation: Built a budget management system starting from business plans, fulfilling integrated business-finance requirements, and improving the rationality and effectiveness of resource allocation centered on value creation.

● Creating a Shared Data Platform: Integrated business and financial data into a unified budget management information platform, enabling dynamic interaction between business and financial data and cross-level management coordination.

▌ Four Major Achievements of MEIYIJIA’s Comprehensive Budget Management System

Aligned with MEIYIJIA’s requirements, Intcube helped establish a "four-in-one" comprehensive budget management system that integrates strategic planning from the decision-making level, business plans from management, financial budgets from the finance department, and performance evaluation from the assessment department. This system covers all employees, processes, and aspects of the enterprise.

The project was implemented in two phases across seven business segments: group commerce, logistics, city partners, convenience stores, production, and general operations. After successful deployment, group consolidation and group-wide operation were achieved, supporting several thousand users. The system has been running stably for nearly two years.

▌ Project Outcomes

Efficient and Accurate Budgeting

All seven business segments operate on a single platform, simplifying user operations. The Intcube EPM system features a user-friendly interface tailored to domestic user habits. Flexible permission settings and tiered authorization ensure data security and avoid irrelevant data affecting compilation efficiency. The EPM supports dynamic budgeting, adjustment, and approval processes linked to MEIYIJIA’s operations, adapting to real-time business changes. Powerful business rules and BI models enable automatic data calculations, financial statement generation, and budget-related performance indicators.

System Integration and Data Sharing

The system integrates actual data from ERP and HR systems, enabling detailed analysis from group consolidation to subsidiary operations. It supports pre-actual comparison, composition analysis, model forecasting, and volume-price variance analysis. Excel and WPS plugins allow online budget form access and efficient import/export, improving budgeting efficiency.

Agile Management in Response to Changes

Business plans and system configurations can be adjusted promptly based on internal needs and external changes. The comprehensive budgeting system aligns closely with actual business operations, supporting multiple budget management scenarios with high scalability and performance. The integrated business-finance model enables quick response to business needs and flexible adaptation of management strategies.

Multidimensional Analysis: Precise and Timely

MEIYIJIA’s comprehensive budget management system, based on Intcube’s multidimensional database technology, ensures accurate and timely budgeting and analysis. The EPM system extracts and stores historical and baseline data, supports multiple budget versions, and tracks the entire process of compilation, adjustment, and approval.

Intcube’s next-generation EPM solution has empowered MEIYIJIA’s comprehensive budget management, enabling group-wide full-scene, full-process budget management upgrades across seven business segments.
