Shenzhen Tieon Energy Technology Co., Ltd. (TIEON) is a national high-tech enterprise integrating R&D, production, sales, and service of both hardware and software products, and has participated in the formulation of multiple technical standards for power supply products. TIEON's headquarters is located in Honghui Industrial Park, Bao'an District, Shenzhen, housing the R&D Center, Financial Center, and Marketing Management Center. Its production base is located in Jixi Ecological Industrial Park in Southern Anhui, covering an area of over 40,000 square meters with an annual production capacity exceeding 20,000 units. After more than a decade of development, the company now has subsidiaries including Angtai Intelligent, Taida Services, Anhui Taiong Electric Power, and Ontech USA.

TIEON is a major supplier of substation power products and low-voltage distribution products for the power distribution network to State Grid Corporation of China and China Southern Power Grid. As of December 2018, the company's substation power products (integrated power systems, AC power systems, DC power systems, UPS power supplies, communication power supplies, parallel DC power systems) have been operating safely and stably in over 9,000 substations and numerous distribution network switch stations (distribution rooms) of State Grid and China Southern Power Grid. These include: 13 1000kV ultra-high voltage substations, 37 converter stations (±1100kV, ±800kV, ±660kV, ±500kV, ±400kV), 13 750kV substations, over 370 500kV substations, over 1,500 220kV substations, and over 7,800 110kV substations. Product operational records span all provinces and regions served by the two grid companies. Operational records for low-voltage distribution network products (including modular low-voltage intelligent distribution systems, DC power systems, parallel DC power systems) span over ten provinces and regions of State Grid and China Southern Power Grid.

In the data center field, the company's innovatively developed series of distribution products, such as modular intelligent low-voltage distribution systems and precision power distribution units (PDUs), have been operating safely and stably in over 900 data center rooms across various industries including telecommunications operators, finance, BAT (Baidu, Alibaba, Tencent), and petrochemicals. The company achieved a 12.5% market share for China Mobile's low-voltage distribution cabinets in 2017-2018. In the energy internet field, the company possesses comprehensive microgrid and energy storage solutions, and owns key core products with independent intellectual property rights such as microgrid controllers. Its subsidiary, Taida Services, is dedicated to testing, inspection, specialized maintenance, and operational upkeep services for power transformation and distribution equipment in grids, data centers, rail transit, and residential power distribution, providing integrated electricity usage solutions encompassing consulting, design, installation, inspection, and operation maintenance.


▌ Project Requirements

TIEON's mission is to provide users with safe and intelligent electricity solutions and services. Its business covers data centers, energy internet, power grids, rail transit, residential power distribution, and other fields, with multiple subsidiaries. In the new market environment, TIEON is constantly breaking through traditional management methods, seeking new management approaches and system innovations to achieve cost reduction and efficiency improvement for the enterprise.

Implementing comprehensive budget management within an enterprise is a management approach that combines overall enterprise planning with dynamic control. Leveraging informatized comprehensive budget management enables the quantitative decomposition of company operational goals, better promoting enterprise operation management and effective decision-making, and ultimately achieving the enterprise's operational objectives. TIEON began planning the establishment of an informatized platform for comprehensive budget management in 2019. Through cooperation with Beijing Intcube, a comprehensive budget management system covering TIEON headquarters' various functional departments and subsidiaries was constructed.


▌ Project Steps

The establishment of the TIEON Comprehensive Budget Management System project was divided into four stages.

Stage One: Enterprise investigation and requirements gathering (technical and business requirements). Intcube project team members were stationed onsite to conduct field research on the enterprise's overall overview, sales, production, procurement, investments, and past budget management practices. Project expected outcomes were defined, key business and functional requirements were discussed with the TIEON team, and project implementation content and scheduling were formulated.

Stage Two: Comprehensive budget solution design, including dimension design, budget form design; user and permission outline design; process outline design, etc. This stage completed the structuring of the format, content, and logic of the comprehensive budget system form sets, forming a final solution for client confirmation.

Stage Three: Comprehensive Budget Management System installation and deployment: preparation of software and hardware environments; system installation, deployment, and debugging. System building and testing: dimension setup, form building; business rule building and testing; user permission collection, organization, import, and testing; process configuration and testing.

Stage Four: Project training and go-live. Based on verification of the Stage Two outcomes, through user training, UAT testing, and system acceptance, it was confirmed that the enterprise's required functionalities were met.


▌ Project Implementation

Budget, Control, Analysis Implementation Services

Building a unified comprehensive budget management system at TIEON primarily consists of three functional aspects: firstly, the budget management system, including budget compilation and approval, budget data consolidation and analysis, etc.; secondly, the budget execution control system, including fund application and reimbursement, contract payment control, available budget control and query, cost and expense analysis, etc.; thirdly, the business intelligence analysis system, providing real-time understanding of budget management dynamics. Through graphical linkage display of analysis indicators, visually rich analysis reports can be generated.

These three systems are not "managed separately." Their data, through multi-dimensional database technology, achieves integrated linkage for TIEON's budget compilation & reporting, execution control, and analysis. This enables enterprise data sharing, eliminates information silos existing among TIEON's subsidiaries, not only improving the scientific nature and compilation efficiency of TIEON's comprehensive budget management, standardizing and optimizing TIEON's comprehensive budget management processes, but also enhancing the enterprise's process control and analysis capabilities for comprehensive budget management.

System Integration

Achieved integration of the Comprehensive Budget Management System with third-party office software, financial software, OA, etc., specifically including:

● WeChat Integration: The Comprehensive Budget Management System integrates with WeChat, enabling WeChat approvals and information interaction.

● Financial Integration: Two-way data integration between actual execution data in the Budget Execution Control System and the financial software module.

● OA Integration: The Comprehensive Budget Management System integrates with OA, achieving single sign-on (SSO) and pending task integration.


▌ Project Significance

Through the joint cooperation and efforts of both parties, all service applications involved in the TIEON Comprehensive Budget Management System project were successfully implemented. Leveraging the Comprehensive Budget Management System, TIEON enhanced its enterprise budget management work efficiency, achieved convenient management of the enterprise budget. Integration with other data systems also helps TIEON Energy understand at any time the dynamic trends of various data, quickly adapt to market changes and make adjustments, thereby improving operational efficiency.
