SDIC Xinjiang Luobupo Potassium Salt Co., Ltd. (SDIC Luobupo), established in September 2000, became a subsidiary under the State Development & Investment Corporation (SDIC) in 2004. With total assets of RMB 8 billion, the company primarily engages in developing natural brine resources in the Lop Nor region to produce potassium sulfate. It operates an annual production capacity of 1.6 million tons of potassium sulfate and 100,000 tons of potassium magnesium sulfate, making it the world’s largest single-site producer of potassium sulfate. The company comprises 23 secondary units (departments), one wholly-owned subsidiary, and one controlled subsidiary, with over 3,000 employees.


▌ Project Objectives

Intcube provided management consulting for SDIC Luobupo’s comprehensive budget management system and implemented a comprehensive optimization and upgrade of its Hyperion-based budget management platform. Through integration with third-party software systems, the project aimed to achieve the following:

● Conduct a thorough review of SDIC Luobupo’s comprehensive budgeting processes, deliver in-depth business consulting, optimize the budget management model according to current management needs, propose a tailored comprehensive budgeting approach, and provide a business consulting report.

● Redeploy the latest version of Hyperion, redesign the business model, optimize the application architecture, and refine business rules to flexibly adapt to changes in SDIC Luobupo’s operations using a loosely-coupled approach. This ensures data integrity, improves system calculation speed and accuracy, enhances data synchronization efficiency, and reduces maximum processing time to under 15 minutes.

Integrate the budget system with SDIC Luobupo’s operational systems via third-party tools to enable budget-versus-actual analysis presented through various reporting formats. Meet capital management requirements in line with business needs.


▌ Project Scope

The implementation covers the following entities:

● SDIC Xinjiang Luobupo Potassium Salt Co., Ltd.

● SDIC Hami Industrial Co., Ltd.

● SDIC Qinghai Qaidam Potash Fertilizer Co., Ltd.

Subsidiaries are only required to compile forms related to labor, taxes, and consolidated reporting, without involvement in detailed operational budgeting.


▌ System Design Principles

The design of the integrated budget execution, control, and analysis management solution prioritizes SDIC Luobupo’s practical business needs. It focuses on key links for informatization management and control, addressing pressing operational challenges while balancing IT value, flexibility, and management workload. The solution aims to improve work efficiency, ensure asset security, maintain and increase asset value, enhance asset utilization, and optimize resource allocation.

As a critical component of SDIC Luobupo’s informatization, the system establishes a solid foundation for integrated budget execution and analysis, supporting the company’s new phase of development, reform, and improvement.

Given the wide distribution and diverse needs of budget system users, the project aligns with benefit-driven design principles. The solution emphasizes practicality and operability throughout the design process.


▌ Practical Applications

This project leverages Intcube EPM to achieve the following applications:

● Enable company-wide participation in comprehensive budget management, standardize processes, and provide a highly transparent budget system across departments. Break down communication barriers between branches and departments, and align individual, departmental, and corporate budgeting goals for effective management and execution.

● Improve budgeting and management efficiency, reduce budgeting cycle time, ensure data accuracy, and enhance the practical guidance of budget data.

● Establish data integration between Intcube Planning and other business systems to improve the timeliness, accuracy, and comprehensiveness of budget-actual analysis, meeting leadership’s decision-making needs.

● Develop an integrated corporate comprehensive budget model using Intcube Booster, design a complete budgeting and analysis system, refine the existing budget management framework, and further standardize and deepen budget management applications. This makes the budget management system—including organization, business logic, standards, and forms—more scientific.

● Strengthen capital budget management by rolling budget preparations based on the execution of fund disbursement projects.

● Achieve integration with other business systems and group-level planning and budgeting systems. Complete interface development within the project scope to enable process approvals, actual data retrieval, report presentation, and master data synchronization.

By establishing a comprehensive budget management system platform, this project supports the optimization and upgrade of SDIC Luobupo’s budget management in line with corporate development strategy. The platform includes functions such as integrated planning, comprehensive budget preparation, budget adjustment, and budget analysis. It supports complex multi-organization management hierarchies and balances group-level control with specific operational processes of subordinate plants. The system not only meets current project requirements but also allows future expansion, offering scalability and forward-looking capabilities.
